3 year-old's can dust. And moreover, they LIKE dusting.

A handheld vacuum is like a TOY to a 4 year-old boy.

Parents of young children can employ the help of their mess-makers by making cleaning seem FUN as opposed to a CHORE. We do this everyday here. We'll take breaks to dust and breaks to vacuum. The boys love picking up crumbs with the hand vacuum - so much so that I can sometimes even use it as a bribe - "If you don't do X, you won't get to vacuum today."  Yes, brilliant, I know...I will give myself a pat on the back for this one!
